Abstract: President Joe Biden has signaled that he intends to return to the Iran nuclear deal promptly - presumably before the Iranian Presidential elections in June 2021. But the experience of the past few years shows that the nuclear deal cannot survive unless US-Iran relations move in a positive direction more generally. Can Biden expand negotiations to address other American concerns with Iran - from its regional policies to missile capabilities? And if so, how can such negotiations succeed?
